at the launching of BIFA chapters in
Phuntsholing, Samdrupjonkhar, Gelephu and Samtse on
24 January, 2004


My Indian friends,
Fellow members of the Bhutan India Friendship Association,

Today I am pleased to announce that this very moment BIFA chapters in Samdrupjonkhar, Gelephu, Samtse and Phuentsholing are being opened. We have now accomplished one of the main objectives of our Association.

These local chapters hold special significance. While the official relations between India and Bhutan have always been strong, BIFA through its chapters will reflect the changing face of our friendship through a large membership of students, youth and civic organizations in both countries. While Bhutanese and Indians have always had deep links based on trust and understanding our peoples in this region share a personal love for each others' culture, and the common traditions of kindness and hospitality.

Like myself for example, from enjoying Bollywood movies and relishing dosas and Indian sweets, to being a student of Indian History and an ardent admirer of Mahatma Gandhi, I have enjoyed and learned much more from Indian culture.

This region of India and Bhutan is in fact a miniature snapshot of the larger ties between the two nations. The people to people links and day- to day trade and economic activity reflect the intimate cooperation at the national level on all issues whether bilaterally, regionally or globally.

Ours is truly a unique bond. The significance of this bond is even greater when viewed in the context of recent events. The flushing out of Indian militants was indeed an important milestone not only in our relationship but also in the very history of Bhutan.

As a nation of spiritual people, we have always sought to dispel violence yet our hands were forced into military action. Though we have close historical ties with the people of Assam and Bengal we were in conflict with militants originating from these states. It was definitely a period of great emotional torment for the people of Bhutan.

That is why every effort was made to reach a peaceful solution. In the end, Bhutan chose military action:
as a friend of the ' nation of India'- whose concerns and interests we gladly consider our own as a neighbor- to promote the peace, security and progress of the people of Assam and Bengal, which the militants' activities had greatly hampered;

And most of all. As a nation- to uphold our sovereignty and security, which their presence had compromised;

The mutual trust and respect between our nations have never been stronger. I truly believe that in the pursuit of global progress and economic equality and; world peace and the elimination of terrorism and violence, countries must learn to live in equal and dynamic partnerships irrespective of their size and histories. This is the example that India and Bhutan have set.

The success of Bhutan India friendship is a result of His Majesty the King's leadership and guidance and the shared vision of our leaders in nurturing a special friendship for the benefit of the future generations of our two nations.

Therefore, I am especially honored to be a part of BIFA during His Majesty's reign. I hope that BIFA will not only improve our special ties but also do so with the close involvement of the people of the two nations. This, I believe will add that most important and durable aspect to our model partnership-people to people friendship and understanding.

I was extremely happy to learn that, in all the four towns, there has been immense interest in the BIFA chapters. This enthusiasm combined with the invaluable support and cooperation of the local Indian business communities and our Indian counterparts in the neighboring states will ensure the success of BIFA in all its endeavors.

I am delighted that so many of our friends from India are here. I would like to tell you how much I look forward to working with you, the local Indian community and the officials of the BIFA in the future.

On this special day, I wish every success to the chapters of BIFA in Samdrupjongkhar, Gelephu, Samtse and Phuentsholing in their work to promote the special and precious bonds of friendship between our countries.

Before I conclude I would like to take the opportunity to convey, on behalf of the members of the BIFA, our heartfelt wishes and prayers for the continued peace and prosperity of the people and government of India.
